Terms of References

 

1. National Project Director

 

The National Project Director will work under the supervision and guidance of the Secretary, Ministry of Climate Change (MoCC) and look after day to day management of National Strategic Support Unit (NSSU) established under the Green Pakistan Programme, its staff and consultants; including general and financial administration, work planning, progress reporting, monitoring and quality control of Project inputs and delivery of its outputs. The NSSU shall be responsible for implementing all four components of the Green Pakistan Programme i.e. Revival of Forest and Wildlife Component, preparation of State of Forest Report for Pakistan and Strengthening of Zoological Survey of Pakistan. The NPD will be responsible for the following technical, administrative and managerial tasks:

 

Tasks/responsibilities:

v  Lead and manage the National Strategic Support Unit of Green Pakistan Programme, applying administrative and financial procedures required by the Government of Pakistan;

v  Execution of the project and delivery of the project outputs according to the PC-I and coordinate the project operations.

v  Provide technical backstopping in implementation of the project activities in a manner to achieve all deliverables, outputs andoutcomes to maximize benefits and the desired impacts of the project;

v  Recruit the project staff in consultation with the Secretary, MoCC;

v  Supervise and lead project technical and administrative support staff;

v  Prepare ToRs and hire project consultants/technical inputs after seeking necessary approvals;

v  Prepare and negotiate sub-contract agreements of studies/activities to be carried out under the project with all the implementing agencies;

v  Facilitate relevant agreements with stakeholders and undertake the day to day liaison with them;

v  Initiate mobilization of all Project inputs in accordance with the procedures of the Government of Pakistan;

v  Prepare project work plans/cash plans and seek approval from the National Project Steering Committee;

v  Organize and manage project activities in accordance with the work plan in order to project results;

v  Establish and maintain links with other relevant programs, projects and media

v  Coordinate the Project activities with line ministries, sectoral agencies, provincial governments and research institutions to ensure effective implementation of project activities;

v  Organizing National Project Steering Committee meetings;

v  Prepare and submit Monthly, Quarterly, Half Yearly and Annual Progress Reports to the MoCC;

v  Identify and resolve project implementation conflicts and problems with the support of the Secretary, MoCC, if necessary;

v  Lead monitoring and assessment of project activities, and support external review and end line evaluation;

v  Ensure timely implementation of project activities within approved budget and utilization of financial resources in an efficient and transparent manner to achieve project results;

v  Provide technical guidance to the Provincial Secretaries of Forest and Wildlife for implementation of project activities of provincial components of the project.

 

Qualification/Experience

v  Master degree in forestry, wildlife, biodiversity or a field closely related to natural resource management;

v  At least 12 years of professional experience in planning, development and implementation of projects related to forestry, wildlife, biodiversity or natural resources;

v  Extensive knowledge of national and provincial forest policies, legislation, institutional framework and other forestry, wildlife, biodiversity and natural resource management issues in Pakistan;

v  Previous experience in implementation of Government funded projects and familiarity with National/Provincial Government procedures is essential;

v  Extensive knowledge of global initiatives relating to forests, UNFCCC, and UNCBD, UNCCD shall be an added advantage;

v  Experience of working with the multi-stakeholders including federal and provincial governments and research institutions;

v  Proven ability to work under pressure and time constraints;

v  Leadership qualities and ability to lead multi-disciplinary teams of technical experts, and sensitivity to gender issues.

v  Management skills and experience;

v  Problem solving and conflict resolution skills and result oriented approach;

v  Flexible and willing to travel as required; and

2. Deputy Project Director/Forestry Specialist

4. Deputy Project Director/Monitoring and Evaluation Specialist

 

Monitoring and Evaluation Officer will work under the supervision and guidance of the NPD. Based on the project outputs and outcomes M&E officer will design and institutionalize M&E System for the Project, undertake monitoring and qualityassessment of project activities in close coordination with MoCC/Provincial Forest and Wildlife Departments, and support External Review and Final Evaluation of the project.

 

Tasks/responsibilities:

v  Design and implement Monitoring and Evaluation framework/strategy/system based on project objective, output and outcomesto assess timely and quality implementation of activities to achieve results (outputs, outcomes and impacts), including work plan, targets and indicators;

v  Set benchmarks and assessing progress and achievements;

v  Take lead in establishing data collection procedures and database.

v  Providesupport to NPD in planning, reporting and documenting experiences and lessons learned; and guidance toprovincial Forest and Wildlife Departments in data collection and reporting; as well as in assessment of results and quality of activities;

v  Keep track of the project activities;

v  Compile monthly, quarterly and annual progress reports based on the inputs from NPD, MoCC and Provincial Forest and Wildlife Departments;

v  Facilitate annual and periodic implementation review and assessment exercises;

v  Develop quarterly and annual Project work plans with input from NPD, MoCC and related provincial departments;

v  Develop cash plan and activity plans for reporting to the Planning Commission through MoCC;

v  Develop targets and performance indicators to be included in the monitoring system for Project activities,

v  Develop briefs/special reports as and when required;

v  Update the NPD in all aspects of the Project including and advise on strategic issues for successful execution of the Project;

v  Document and disseminate lessons learnt and best practices to the national and provincial line agencies.

 

Qualification/Experience

v  Master degree in forestry, wildlife, biodiversity or field related to natural resource monitoring and evaluation with at least 5 years professional experience in monitoring, evaluation, impact assessment and MIS in development projects implemented by national Governments;

v  Experience in developing M&E systems and analyzing data, using statistical software, would be advantageous;

v  Experience in designing tools and strategies for data collection, analysis and production of reports;

v  Proven ICT skills, especially in the development of MIS software, using database software;

v  Good organizational management and technical skills with track record of implementation and monitoring projects.

v  Good team player and possesses leadership qualities;

v  Excellent inter-personal communication and training skills;

v  Good computer skills for data analysis, preparation of presentation and report writing;

v  Flexible and willing to travel as required; and

v  Excellent writing skills and ability to speak English and Urdu fluently. Familiarity with regional languages will be an added advantage.

 

5. GIS Manager

 

The GIS Specialist will be responsible for establishing a Management Information System, including database on the extent of forest, wildlife and biodiversity in the country. The GIS specialist will be directly responsible for overseeing the preparation of State of Forest Report for Pakistan and surveys to be conducted by the Zoological Survey of Pakistan besides providing support to the work of M&E specialist. The GIS specialist will work under the direction and direct supervision of the National Project Director.

 

The GIS specialist will be responsible for the following specific tasks and responsibilities:

 

v  Establish GIS based MIS for forest and wildlife resource with spatial and numeric database;

v  Undertake analysis of data secondary data available on forest and wildlife;

v  Establish networking and maintain links with other organizations working on GIS based data management including PFI, WWF-Pakistan, SUPARCO, Government Agencies, Research Institutions and Universities as well as private sector organizations;

v  Provide technical input in preparation of Programme documents, including Programme brief, technical reports, and quarterly progress reports;

v  Assist the sectoral experts/consultants in producing quality outputs;

v  Any other specific task as may be assigned by the National Programme Director;

 

 

Qualification/Experience

v  Post-graduate degree in GIS or natural sciences, forestry, geography, engineering or agriculture with specialization in GIS and Remote Sensing.

v  Minimum of 5 years of professional experience in handling GIS and RS assignments

v  Strong GIS & RS skills with complete command on two or more GIS packages like Arc GIS, 3DAnalyst, Spatial Analyst, SQL Server, and ERDAS Imagine Professional.

v  A good understanding about the Information Management System.

v  Hands-on experience in data input, storage, management, analysis, transformation, and producing output and presentations.

v  Should have ability in taking initiatives, analytical thinking, and problem solving

v  Excellent communication skills both in verbal and written English.

 

6. Admin & Finance Officer

 

Admin and Finance Officer (AFO) will work under the NPD. He will assist the NPD in providing high quality professional management services pertaining to administrative, financial, human resources and logistic matters, including assistance in recruitment of programme staff, financial planning and reporting, procurements and disbursement of funds to the Provincial Governments / Territories / Federating Units.

 

The AFO will be responsible for the following Administration and Finance related tasks:

v  Prepare budget forecasts and estimates in coordination with NPD for annual and quarterly budget requirements and programme proposals, which involve financial forecasting, budgeting and accounts;

v  Develop and process requests for advances to the concerned Government institution and ensure settlement of all advances in accordance with defined procedures and guidelines;

v  Manage utilization of quarterly advances in accordance with quarterly workplans in collaboration with NPD and keep track of all programme funds received, disbursements, financial obligation and advances;

v  Prepare and process tender documents, invite bids from open market, prepare comparative statements and ensure financial accountability  in all programme related procurements, subcontracts and outsourcing;

v  Resolve issues pertaining to payment of taxes and duties on project procurements, shipments and transactions and initiate follow-up with agencies concerned;

v  Assist with all administrative and logistical arrangements for meetings, workshops and conferences;

v  Prepare different correspondences on the above matters and ensure follow up system;

v  Assist in preparation of payments requests/travel claims with the supporting documentation for payment;

v  Prepare programme budgets and maintain financial disbursements and monitoring systems for monthly submission to Government of Pakistan (GoP); 

v  Process financial claims and facilitate approval through ensuring appropriate documentation and record keeping in accordance with defined rules and regulations;

v  Handle all financial matters of the meetings, workshops and seminars organized under the programme;

v  Act as focal person for programme’s audit for GoP funds;

v  Prepare and maintain ledger for monitoring financial commitments, monthly financial statements, non-expendable property ledger;

v  Prepare cash plan, expenditure reports and correspondence on utilization of PSDP funds;

v  Keep track of all advances released to Provincial Governments / Federating Units / Territories for local expenditure and complete necessary documentation for settlement of such advances;

v  Maintaining up-to-date inventories of equipment;

v  Responsible for the Programme Filling Management System at the NSSU;

v  Supervise the work of support staff; and

v  To perform any other duties as required by the NPD for achieving the above objectives.

 

Qualification/Experience

v  Master degree preferably in Management Sciences (MBA in Finance, M.Com).

v  At least 05 years of professional experience in a similar position (accounting, finance, and HR Management), preferably with projects and programmes funded by the GoP;

v  Knowledge of government accounting system and experience in dealing with AGPR is essential;

v  Experience and knowledge of the functioning, procedures, and systems of GoP would be desired.

v  Excellent management and administrative skills, including ability to deadlines and ensure accuracy;

v  Excellent accounting skills

v  Problem solving skills and result oriented approach;

v  Leadership qualities, strong interpersonal & communication skills, and sensitivity to gender issues;

7. Admin and Finance Assistant

 

The incumbent will be responsible to provide overall technical assistance under the guidance of Admin and Finance Officer as under:

v  Collect and analyze preliminary information and data. Provide advanced word processing support by creating complex spreadsheets, maintaining databases and  creating high quality reports, presentations, and other documents;

v  Assist in arranging meetings and workshops,

v  Assist in the preparation of reports,

v  Assist in preparation of work plans and budgets, and maintain ongoing communications with stakeholders.

v  Assist the AFO and NPD in project coordination and monitoring by keeping track of the project work plan and reports;

v  Understand and assist in managing project outputs, activities, project controls and draft correspondence as and when required;

v  Assist in compiling and developing project work plans;

v  Assist in ProjectSteering Committee Meeting, including preparation of agenda, invitations, and drafting minutes of the meetings;

v  Assist in organization of project workshop and seminars, including preparation of proceedings and short reports; and

 

Qualification/Experience

v  Graduation degree in Social Sciences or related field

v  At least 03 years of experience in a similar position

v  Computer proficiency in MS Office (Word, Excel and PowerPoint) and other common software is a prerequisite

 

8. Drivers

 

The incumbents will be responsible for driving and maintenance of project vehicles under the guidance of Admin and Finance Officer.

v  Have a valid LTV license.
