WELCOME TO MINISTRY OF FEDERAL EDUCATION AND PROFESSIONAL TRAINING

A Letter of Understanding was signed between JICA and Ministry of Federal Education and Professional Training, NCHD, BECS, NEF, and AEPAM, Islamabad.

 A Letter of Understanding was signed between JICA and Ministry of Federal Education and Professional Training, NCHD, BECS, NEF, and AEPAM, Islamabad on 27.02.2017. The LoU aims to institutionalize and strengthen systems of Non-Formal Education (NEF) at national level through development of national NFE policy, data driven management and NF-EMIS (Non-Formal Education Management Information System), Curriculum, Learning Materials and Assessment Systems for quality Non-Formal Education programs.

 

            The LoU has the following objectives:-

i.              To develop national NFE policy to provide strategic guidelines for No-Formal Education providers within the domains of constitutional obligations, SDG-4 and Provincial Education Sector Plans (PESP) as well as accreditation of NFE programs.

 

ii.            To develop and implement national level Non-Formal Education Management Information System (NF-EMIS) and NFE M&E system to promote data driven management and reporting of SDG-4 targets and indicators as well as other SDGs that are linked to the NFE..

 

iii.           To pilot test the newly developed Standards, Curricula, Learning Materials and related assessment system for Non-Formal Education.

 

iv.           To operationalize Inter-Provincial Coordination Forum (IPCF) for Non-Formal Education for meaningful engagement of NFE stakeholders and providers both at national and provincial levels.

 

            JICA’s Chief Adviser Ms. Chiho Ohashi stated that focus of JICA in Pakistan is to provide help in education sector of Pakistan through Non-Formal mechanism.

On the occasion Honorable Minister of State sated that Pakistan is confronted with the daunting challenges of illiteracy. It can be overcome through three-pronged strategies (i) Non-formal Education (ii) Accelerated Learning Program and Adult literacy.   He also appreciated JICA’s efforts for education sector in association with the provinces.

            Though Education is a devolved subject. Under Article 25-A of the Constitution, the Federal Government cannot absolve itself of the responsibility to provide access to quality education, the Minister added. In the end, the Minister expressed the hope that JICA’s initiatives in collaboration with the Ministry will give a new impetus to the eradication of illiteracy from the country.
